Dear Fellow Liberians and Members of the International Community,

We appreciate the concerns raised in the open letter regarding the recent events surrounding the arrest and detention of Mr. Sekou Kalasco Damaro. However, it is essential to clarify the context and the facts surrounding this situation, which have been misrepresented and distorted to serve a particular narrative.

Firstly, it is crucial to understand that the actions taken by the Liberia National Police (LNP) were in accordance with the law and aimed at maintaining public order during a time of heightened tension and unrest. The police were responding to a significant disturbance caused by protests that threatened the safety and security of citizens in the vicinity. In such circumstances, law enforcement has the responsibility to act decisively to prevent escalation and protect the rights of all citizens, including those who may be adversely affected by unlawful gatherings.

Mr. Damaro’s assertion that he was merely a bystander caught in traffic is misleading. Eyewitness accounts and police reports indicate that he was not merely contemplating his next move; rather, he was in the vicinity of a protest where illegal activities were occurring. The police acted on credible information and intelligence that suggested Mr. Damaro was involved in inciting unrest. It is important to note that the rule of law must prevail, and no individual is above the law, regardless of their political affiliations.

The claim that Mr. Damaro was summarily arrested without cause is also inaccurate. The police followed due process in apprehending him based on the circumstances at hand. The charges brought against him, including riot and obstruction of government functions, are serious offenses that warrant thorough investigation and legal proceedings. It is not uncommon for individuals involved in such situations to be taken into custody for questioning, especially when public safety is at risk.

Furthermore, the assertion that Mr. Damaro was denied legal representation is unfounded. The legal framework in Liberia allows for individuals to secure legal counsel, and it is the responsibility of the accused to ensure their rights are upheld. The presence of a lawyer during the court proceedings demonstrates that the judicial process was not only followed but also that Mr. Damaro had access to legal support.

Regarding the conditions of his detention, we acknowledge that prison conditions can be challenging. However, the government is committed to improving the prison system and ensuring that all detainees are treated with dignity and respect according to international standards. The claims of mistreatment and threats made by specific officers, while serious, should be investigated thoroughly rather than used as a blanket indictment of the entire police force.

The government of Liberia remains dedicated to upholding human rights and ensuring that all citizens, regardless of their political affiliation, can express their views freely and peacefully. However, it is imperative that this expression does not infringe upon the rights of others or disrupt public order. The actions taken by the police in this instance were necessary to maintain that balance.

In conclusion, while we understand the concerns raised by Mr. Damaro and his supporters, it is vital to approach this situation with a comprehensive understanding of the law and the responsibilities of law enforcement. The government is committed to transparency and accountability, and we encourage all citizens to engage in constructive dialogue rather than resorting to sensationalized narratives that may mislead the public and the international community.

Thank you for your attention to this important matter.
