In a significant move to enhance transparency, efficiency and accountability in public procurement, the Public Procurement and Concessions Commission (PPCC) is set to officially launch Liberia’s first Electronic Government Procurement (e-GP) System.
PPCC Executive Director Bodger Scott Johnson made the disclosure on Tuesday, February 4, 2025, during the Ministry of Information, Cultural Affairs, and Tourism’s regular press briefing.
He disclosed that the launch ceremony is scheduled for Thursday, February 6, 2025, at 10:00 am in the Ballroom of the Ministerial Complex in Congo Town.
Pres. Joseph Nyuma Boakai, will serve as the keynote speaker and formally mandate the use of the new system, which aims to strengthen financial oversight and promote fair competition in government procurement.
According to Johnson, the e-GP system has been developed, tested, and initially rolled out in six public sector institutions.
In 2025, an additional 50 institutions are expected to integrate into the platform, reinforcing efforts to restore public confidence in government spending and uphold the “value for money” principle.
The system is already linked to key digital platforms, including the Liberia Revenue Authority’s (LRA) tax payment portal and the National Social Security and Welfare Corporation’s (NASSCORP) online platform.
Plans are also underway to connect it with the Integrated Financial Management Information System (IFMIS), the Liberia Business Registry, and other payment gateways to ensure seamless financial oversight.
At the launch event, stakeholders will witness a live demonstration of the e-GP system, showcasing how it streamlines procurement processes and enhances efficiency.
Johnson emphasized that all ministries and agencies must adhere to PPCC regulations, ensuring that procurement remains transparent and accountable.
“President Boakai has always championed accountability and transparency in governance.
This e-GP system empowers Liberians to take charge of their economy.
If we do not, foreign entities will continue to dominate our business landscape,” Johnson asserted.
To support this transition, PPCC has established a training center within its compound, capable of hosting over 200 participants.
The facility will provide government agencies and businesses with the necessary knowledge to navigate the e-Procurement system effectively
PPCC is working closely with the Ministry of Justice and the Financial Intelligence Unit (FIU) to enforce compliance with financial regulations, prevent corruption, and foster a competitive procurement environment.
The Commission is calling on all stakeholders, including government agencies, businesses, and civil society organizations, to participate in the launch event and support Liberia’s journey toward a more transparent and accountable procurement system.
