The Civil Service Agency says no verified employee of the Ministry of Transport will lose their job as government moves forward with reforms linked to Liberia Traffic Management Incorporated.

Speaking on the transition, CSA Director-General Josiah F. Joekai Jr. said a personnel verification exercise conducted within the Ministry’s Department of Land and Rail Transport identified 191 employees, of which 176 were successfully verified.

According to him, all 176 verified civil servants will be retained and redeployed within new regulatory divisions at the Ministry of Transport. The exercise also found that the majority of workers are properly placed in their positions, with 81 percent rightly placed, while a small number were found to be overqualified, underqualified, or misplaced.

As part of the reform, three operational divisions—Motor Vehicle, Driver’s License, and Tricycle & Motorcycle—have been dissolved, with their service delivery responsibilities transitioning to Liberia Traffic Management Incorporated.

However, Joekai emphasized that the government is repositioning the Ministry to focus on policy development, regulation, and enforcement oversight rather than direct service delivery.

Meanwhile, up to 30 qualified employees may voluntarily transition to LTMI, but those who do will leave the civil service and become private sector employees under Liberia’s labor laws.Workers interested in making the transition have until March 12, 2026, to indicate their decision.

The government says the reform is part of efforts to modernize traffic management, strengthen regulatory oversight, and improve service delivery while protecting civil servants’ livelihoods.
