GBARNGA, Bong County – The Civil Service Agency (CSA) has broken ground for the construction of a Regional Headquarters in Gbarnga, Bong County, as part of the government’s ongoing decentralization efforts to bring services closer to civil servants in North—Central Liberia.
Speaking at the groundbreaking ceremony Friday, June 19, 2026, CSA Director General Dr. Josiah F. Joekai Jr. explained that the regional office will serve civil servants in Bong, Nimba, and Lofa Counties, providing the same services currently available at the agency’s headquarters in Monrovia.
“The same services civil servants receive at the headquarters in Monrovia will be available here, so there will be no need for them to travel to Monrovia anymore,” Dr. Joekai said.
He disclosed that funding for the project has already been secured through the national budget and that procurement processes have been completed to ensure the smooth implementation of the construction works.
Dr. Joekai further revealed that the facility will include modern office spaces, a conference hall, bathrooms, and a generator room to support efficient service delivery. He expressed confidence in Excellent Construction Company, the contractor undertaking the project, and said the company is capable of completing the work within 45 days.
Delivering special remarks at the ceremony, Bong County Senator and Chair of the Senate Committee on Ways, Means, Finance and Budget Prince Kermue Moye Sr., welcomed the initiative and thanked the CSA for selecting Bong County as the host of the landmark regional office. Senator Moye pledged his continued support for the agency and promised to advocate for its programs and budgetary needs at the Liberian Senate.
For her part, Bong County Superintendent Loleyah Hawa Norris expressed appreciation to the CSA for advancing the government’s decentralization agenda and bringing public services closer to citizens. She assured the agency of her full support toward the successful completion of the project.
The ceremony brought together representatives of several government institutions, including the County Education Office, Bong County Health Team, Ministry of Agriculture, Ministry of Justice, Ministry of Local Government, and other civil servants from across the county.
Currently, many civil servants from Bong, Nimba, and Lofa Counties travel to Monrovia to access CSA services. Upon completion, the regional headquarters is expected to ease that burden, improve service delivery, and strengthen the government’s effort to decentralize public administration across Liberia.
The project represents a significant milestone in the Civil Service Agency’s mission to expand access to essential public sector services and improve efficiency for civil servants throughout the region.
