Monrovia, May 6, 2026 — An investigation by DNNews Liberia has uncovered an alleged scheme involving the issuance of fraudulent eligibility certificates within the Ministry of Transport, leading to the arrest and detention of a senior official on April 23, 2026.
Gaspare White, Director for Land Transport, is accused of issuing fake eligibility certificates to business owners , including Nigerian nationals, in exchange for payments totaling approximately $30,000 USD. The investigation established that, out of 30 certificates examined by the Ministry of Transport (MOT), at least 15 were found to be fake and were sold at a rate of $2,000 each.
Eligibility certificates are required for the licensing and operation of used car garages, driving schools, auto parks, and used car dealerships across Liberia.
The investigation is being led by LNP Unit 116 officer Fred Gaye, who reportedly received complaints from affected clients indicating that the certificates were knowingly falsified and allegedly distributed by White. White was arrested on April 23, 2026, and spent a night in detention.
Despite the ongoing investigation, White remained in his position as Director of Land Transport at the Ministry of Transport for a period without disciplinary action, raising concerns about accountability and internal controls within the ministry.
