Monrovia, Liberia – April 29, 2025 – President Joseph Nyuma Boakai has issued Executive Order No. 147, making it mandatory for all Liberian citizens and foreign residents to enroll in the National Biometric Identification System (NBIS) and obtain a National ID card.
Under the new directive, citizens and residents will now be required to use the National ID as the primary form of identification to access public and private services, including healthcare, education, banking, telecommunications, and more.
According to the Executive Order, foreign residents staying in Liberia for 90 days or more must also enroll in the system and receive a Foreigner ID Card.
The move is part of the government’s effort to fight identity fraud, improve public service delivery, and support Liberia’s broader Digital Transformation Initiative launched in May 2024.
“The National ID will serve to authenticate identity, prove citizenship or residency, and facilitate access to all services for which individuals are entitled,” the Executive Order states.
Government agencies, banks, schools, hospitals, and mobile network operators are now required to demand the National ID for service access and verify identities using the National Identification Registry (NIR) database.
The NIR, under the 2011 law, will be responsible for managing the registration process, issuing IDs, and overseeing data privacy in line with Liberia’s laws.
All ministries and institutions are instructed to issue official circulars enforcing the enrollment requirement and ensuring compliance across sectors.
The Executive Order takes immediate effect and remains in force until amended or repealed.
