Monrovia, December 31, 2025 – The National Road Fund (NRF) of Liberia has been ranked as the top-performing public entity in the implementation of audit recommendations, achieving a 93% compliance rate in the Auditor General’s latest annual progress report.
The report, released on December 29, 2025, by Auditor General of the Republic of Liberia, Hon. P. Garswa Jackson, assessed 62 government institutions on their progress in implementing prior audit recommendations up to August 31, 2025.
Out of 60 audit recommendations issued to the NRF from a financial statements audit covering July 2018 to June 2020, 53 were fully implemented, 5 were partially implemented, and only 2 were not implemented due to management responsibility. This represents a dramatic improvement from the first phase of follow-up activities, when the NRF’s implementation rate stood at just 33%.
The NRF was rated “Fully Compliant” and placed in the “Significant Implementation” category, reflecting what the report described as “strong institutional responsiveness” and “a commendable level of compliance.” The entity’s performance was highlighted as a benchmark for other government bodies in strengthening accountability and governance.
The NRF has committed to resolving its remaining partially implemented recommendations by the end of the fourth quarter of 2025. The Auditor General’s office will continue monitoring progress and working with entities to ensure full compliance.
This report signals a positive shift toward greater accountability in Liberia’s public sector, with high-performing institutions like the NRF leading by example.
In response to the GAC Report, the Manager of the National Road Fund, Mrs. Joseta Neufville -Wentowelcomed the report from the General Auditing Commission, stating that the hallmark of her stewardship at the NRF has been to ensure public accountability and foster a workspace that promotes transparency.
She also extended thanks to H.E. President Joseph N. Boakai for his leadership, which continues to drive the NRF toward greater performance and integrity in public service.
