Tangier, Morocco – May 6, 2025 —
Liberia has taken a significant step toward overhauling its maritime infrastructure with the signing of a landmark port modernization agreement with Tanger Med Engineering, the technical arm of Morocco’s globally acclaimed Tanger Med Port Authority.
The agreement, signed in Tangier, sets the stage for the comprehensive redevelopment of the Freeport of Monrovia and the Port of Buchanan, aligning with President Joseph Nyuma Boakai’s ARREST Agenda for Inclusive Development. The initiative focuses on infrastructure renewal, regional integration, and sustainable economic growth.
Led by the National Port Authority (NPA) under Managing Director Sekou Hussein Dukuly, the partnership will implement a detailed Master Plan developed through months of technical collaboration. The plan includes the modernization of container terminals, cargo berths, warehousing systems, and the integration of smart logistics platforms and green energy solutions. It also outlines dredging and expansion works to accommodate larger vessels and boost trade capacity.
“This agreement is more than an infrastructure project—it is a national milestone,” said Dukuly. “By investing in world-class port facilities, we are laying the foundation for job creation, investment attraction, and sustainable growth. This is the ARREST Agenda in action.”
The project is expected to enhance Liberia’s logistics performance by reducing cargo clearance delays, increasing port capacity, and digitizing port and customs operations. It also positions Liberia to become a regional maritime hub, providing key access to landlocked countries such as Mali and Guinea.
The signing ceremony drew high-level Liberian officials including Senator Momo T. Cyrus, Representative Austin B. Taylor, Representative Sekou Kanneh, and NPA’s Executive Director for Governmental and International Affairs, Sekou B. Korleh. Also present were Infrastructure Consultant Miniru M. Nyei, Liberia’s Ambassador to Morocco H.E. Johnson J. Fayiah, and Mr. Emmanuel LARMEH, Chargé d’Affaires in Rabat.
As the implementation phase begins, the Liberian Government and the NPA have pledged transparency, capacity building, and inclusive economic engagement to ensure that the benefits of modern port infrastructure are widely shared across the country.
