Monrovia-The Deputy Director General for Administration of The National Bureau of Concessions, Hon. Bilclintosh Kamara has expressed strong support for President Joseph Nyumah Boakai Sr.’s pledge to enhance government performance and transparency by fully embracing the Performance Management Contract and Service (PMCS). The initiative organize under the leadership of the Director of Cabinet, Honorable Nathaniel Kwabo, aims to strengthen fiscal management, personnel oversight, procurement processes, contract administration, and service delivery accountability across all Ministries, Agencies, and Commissions (MACs).
The PMCS framework is designed to establish rigorous internal control mechanisms that reduce fraud, waste, and abuse within government operations. In a statement issued via his official Facebook handle, the Deputy DG commended the entities that achieved high marks and received distinguished awards during the recent signing ceremony, noting this milestone as a significant step toward fostering healthy competition and compliance amongst Ministeries, and Commissions.
According to Hon. Bilclintosh Kamara, the NBC successfully met the PMCS charter requirements and is optimistic about improving its performance in future evaluations. The DDGA expressed gratitude to all stakeholders contributing to the initiative’s progress and encouraged continued dedication to the PMCS principles.
However, he highlighted concerns about emerging issues that may threaten the PMCS’s effectiveness if left unaddressed. For instance: the resistance from some senior officials to allow deputies to operate according to their terms of reference is impeding the shared responsibility critical to PMCS success.
He urged the PMCS team, led by Honorable Kwabo, to focus on reinforcing the division of labor among key positions such as heads, deputies for administration, procurement officers, sectoral planners, and human beingsThe DG recommended that the PMCS framework explicitly promote shared responsibility in decision-making and compliance processes.
