In a landmark move toward transformative governance, President Joseph Nyuma Boakai on December 11, 2024, presided over the signing of performance contracts under the Performance Management and Compliance System (PMCS) at the Executive Mansion. The initiative is set to enhance accountability and results driven governance across Liberia.
The high-profile ceremony brought together Cabinet Ministers, heads of government institutions, and development partners.
In his address, President Boakai emphasized the importance of the PMCS in aligning government actions with the aspirations of the Liberian people and fostering national development.
“This is a proud moment for the people and government of Liberia,” President Boakai remarked.
“Today’s signing is more than a ceremony it’s a declaration of our collective ambition to build a transparent, accountable in government.
The PMCS contracts, signed by heads of Ministries, Agencies, and Commissions, set specific performance targets aligned with the government’s ARREST Agenda for Inclusive Development (AAID).
Over the next five years, the initiative aims to enhance public service delivery, promote good governance, and ensure efficiency within government institutions.
President Boakai made it clear that his administration would not tolerate inefficiency, urging officials to embrace the PMCS as a catalyst for transformative governance.
“We expect ministers and heads of agencies to perform their duties efficiently and selflessly for the public good,” he stated.
“Governance is not about promises; it is about performance.”
In addition to the performance contracts, officials pledged adherence to the Code of Conduct, reaffirming their commitment to ethical practices and accountability.
President Boakai highlighted that the PMCS introduces mechanisms for better planning, progress tracking, and prompt resolution of challenges, ensuring alignment with national goals.
“For too long, inefficiencies have hindered the delivery of essential services,” the President said.
“The PMCS equips us with the tools to measure progress, plan effectively, and ensure that every decision contributes meaningfully to the progress of our nation.”
President Boakai expressed appreciation to the Director General of the Cabinet, the PMCS Technical Working Group and development partners, including the United Nations Development Programme (UNDP), for their support in launching the initiative.
“To our development partners, your belief in Liberia’s potential and your continued partnership have been instrumental in making this vision a reality,” he acknowledged
Addressing the nation, President Boakai described the PMCS as a promise of a government committed to meeting the needs of its people.
He called on all stakeholders including government officials, civil society, the private sector, and ordinary citizens to hold leaders accountable and ensure the success of this transformative system.
“Let this initiative inspire us to always think Liberia, love Liberia, and build Liberia,” he urged.
“Today marks a new beginningba decisive step toward building a Liberia that works for all its citizens.
The launch of the PMCS underscores the administration’s commitment to governance anchored in integrity, transparency, and tangible results.
It sets a high standard for accountability and performance in public service, paving the way for a more inclusive and prosperous Liberia.
