MONTREAL, CANADA — Liberia and Saudi Arabia have signed a groundbreaking Memorandum of Cooperation aimed at boosting collaboration in civil aviation, signaling a new era of partnership between the two nations.
The agreement was signed on the sidelines of the 42nd International Civil Aviation Organization (ICAO) Assembly in Montreal, Canada, by Mr. Julius D. Dennis, Jr., Director General of the Liberia Civil Aviation Authority (LCAA), and H.E. Abdulaziz Al-Duailej, President of the General Authority of Civil Aviation (GACA) of the Kingdom of Saudi Arabia.
According to the LCAA, the deal seeks to foster “technical, administrative, and operational cooperation” in several key areas, including aviation safety and security, environmental sustainability, air transport policies, logistics, quality control, passenger experience, and organizational practices.
During the ceremony, H.E. Abdulaziz Al-Duailej pledged Saudi Arabia’s full backing for Liberia’s aviation sector.

“Saudi Arabia stands ready to support Liberia in training and infrastructure development under ICAO’s ‘No Country Left Behind’ initiative,” he said.
The GACA president also revealed plans to strengthen Liberia’s access to crucial funding for aviation improvements. Mr. Abdullah F. Almusained, representing the Saudi Fund for Development, “committed to helping the LCAA access funding to address significant safety concerns identified in the 2022 ICAO USOAP audit.”
As part of the new partnership, H.E. Al-Duailej extended an invitation to the LCAA to participate in the Saudi Aviation Forum scheduled for April 2026 in Riyadh.
Officials described the agreement as a “significant milestone” that is expected to improve Liberia’s aviation safety standards and open new opportunities for growth.
The LCAA regulates and oversees civil aviation in Liberia, while GACA serves as Saudi Arabia’s national aviation authority, charged with developing and managing its aviation sector.
